Many UAE businesses look outside the local market for web development because the same engineering scope costs materially less without Dubai or Abu Dhabi office overhead. The concern is legitimate: who do you actually talk to, and what happens to the code? This checklist covers what to confirm before you sign.
1. Time zones
India is 1.5 hours ahead of Gulf Standard Time, so working days overlap almost completely. Confirm the team’s actual working hours and when you can expect replies, rather than assuming.
2. Who you talk to
Ask whether your requirements go to the engineers directly or through an account manager. Sales engineer on the pitch and a junior developer on the build is a common pattern, and it is worth asking about up front.
3. Code ownership and IP
Ask who owns the code if you stop working with the agency. The answer should be you, in writing, with the full repository, deployment configuration and documentation transferred at handover. A licence, a proprietary builder or a monthly fee to keep the site live means you are renting it.
4. Contracts and NDA
Look for written scope, timeline, IP assignment and an NDA available before the first technical discussion.
5. Visibility during the build
You should get a staging URL in the first week and regular demos, not a single reveal at the end.
6. Payment terms
Milestone-based payment protects both sides. A typical structure is 40% to start, 40% at staging approval and 20% at launch, paid by AED bank transfer or international wire.
7. UAE-specific competence
An offshore team should be able to answer questions about UAE payment gateways and Mada support, 5% VAT handling, Arabic and RTL layouts, and the e-invoicing mandate. If they cannot, they have not built for your market.
8. What happens after launch
Agree the support period, response times and who fixes a production issue out of hours.
When to choose a local firm instead
If your project genuinely needs weekly in-person workshops, hire locally. A good offshore partner will tell you that on the first call. For everything else, see how we work with UAE clients on our Dubai and Abu Dhabi pages.
