Why Abu Dhabi needs a different website from Dubai

Most agencies serving the UAE treat it as one market. It is not, and the difference shows up in the build.

The buyer is different.

Dubai's web spend is heavily private sector — trade, tourism, property, e-commerce, startups. Abu Dhabi's is weighted toward government, semi-government, energy, healthcare, education and the supply chains around them. That changes what a website is for: less brand theatre, more credibility, compliance and clarity.

Bilingual is a requirement, not an enhancement.

Government-facing and government-adjacent organisations in Abu Dhabi operate in Arabic and English as a matter of course. Arabic cannot be a translated afterthought bolted onto an English site.

Accessibility is on the table.

A private Dubai e-commerce brand can reasonably defer it. An Abu Dhabi company bidding into the public sector increasingly cannot.

Procurement has its own requirements.

Tender processes ask about documentation, IP assignment, data handling and support terms. A build that cannot answer those questions costs its owner the bid, regardless of how it looks.

The free zone question differs.

ADGM has its own regulatory framework, distinct from Dubai's DIFC and from mainland licensing. It affects your entity, your contracts and sometimes your data arrangements. We will not advise you on which to use — but we will ask which you are, because it changes what we build.

March 2024 Policy Baseline

Building for the UAE's digital accessibility requirements

The UAE's National Digital Accessibility Policy, issued in March 2024, sets out obligations for government entities, semi-governmental entities, private companies delivering public services, telecom operators, and e-commerce and digital content providers. It covers websites, applications and digital interfaces, and requires designated accessibility officers, staff training and the conversion of existing services.

What is not yet defined

What is not yet defined is a public compliance deadline or a stated enforcement mechanism. We are not going to tell you there is a date, because there is not one published.

What that means practically

If your organisation is inside that scope — or sells to organisations that are — accessibility has moved from a nice-to-have to a question you will be asked. We build to WCAG 2.1 Level AA, which is the international benchmark procurement teams generally reference and a realistic engineering target. Level AAA is achievable for specific components but is rarely the right whole-site standard, and an agency promising blanket AAA conformance is usually promising something it has not scoped.

Mirrored layout logic

Navigation, icons, progress indicators and any element carrying direction all reverse. Built with CSS logical properties so both directions come from one implementation rather than two diverging stylesheets.

Arabic typography

A typeface that renders Arabic script correctly, with the line height Arabic actually needs. Latin fonts with a fallback produce text that is technically readable and visibly wrong to a native reader.

Bidirectional text

English brand names, numbers and technical terms inside Arabic sentences need correct bidi handling or the ordering breaks.

Locale-aware formatting

Dates, numerals and currency in the conventions each audience expects.

hreflang configured correctly

So Google serves Arabic to Arabic searchers and English to English ones, and neither version competes with the other.

Content parity

If the Arabic site has fewer pages than the English one, Arabic-speaking users get a worse product and Google notices the mismatch. We will tell you what full parity costs before you decide to do half of it.
