If your product issues invoices to other businesses in the UAE, e-invoicing is an engineering requirement, not just a finance one. PDF and paper invoices stop being valid under the new framework, so any marketplace, SaaS product or B2B portal that generates invoices has to emit structured data through an accredited provider.

How the framework works
The model is Peppol-based, using the FTA’s five-corner approach. Invoices are issued as structured XML (PINT-AE or UBL), sent in real time through an FTA-accredited service provider to both the recipient and the tax authority, and retained for five years. The scope is B2B and B2G transactions regardless of VAT registration status. B2C is currently out of scope.
What this means for your build
- Invoice data model. Store line items, tax category, tax rate at time of transaction and buyer identifiers in structured fields. If invoices only exist as rendered PDFs, you will be retrofitting.
- XML generation. Produce the required format from your own data, not by parsing a PDF.
- ASP integration. Treat the accredited provider as an external dependency with retries, status tracking and a failure queue.
- Retention. Plan for five-year storage and retrieval.
- Credit notes and corrections. These are part of the flow and need the same structured treatment.
Penalties published for non-compliance include AED 5,000 per month for failing to implement or appoint an ASP, AED 100 per late document (capped at AED 5,000 a month), and AED 1,000 per day for delayed notification of a system failure. Check current figures with the FTA.
We build to the specification and do not give tax advice, so confirm your obligations with the FTA or your tax adviser. If you are planning a UAE platform that issues invoices, start from the UAE web development page or see how we approach Dubai builds.
